The programmed functional area was relatively small: broadly speaking, an office at 3.5 m height, a storage space and sanitary amenities. Considering its small size, the harbour office is legible as a sculptural object rather than a building; it is the genius loci of the surroundings. The available site area and the programme justified the development of a tower-like structure. For someone driving to the end of the peninsula, it acts as a beacon. You can drive around it and onto the harbour pier, where a view over the river begins to open up.
